My observation is that most companies don't have a recruiting plan. Recruiting in most organizations falls into one of two camps:
Camp #1: Let's run ads and sit back passively waiting for the right candidate to fall into our lap. This is a strategy based on luck and hope.
Camp #2: Let's throw some "s___" against the wall and hope - perhaps pray - something works. When it doesn't work, let's rinse and repeat because we don't know what else to do. Another great effective strategy for recruiting.
